So if I'm reading this filament correctly, it is mostly stainless steel powder. Once you print your part, you send it in and they debind and then sinter the part producing the final 316L grade stainless steel.

I've seen other processes where layers of metallic "sand" are build up and bonded together via some process. Maybe spraying a binding agent? The product is then sintered. In this case, I guess there is too much other material needed to have a liquid that can be printed, so the excess has to be eliminated somehow. I assume some must remain to hold everything together until sintering.

I think you're referring to DMLS or similar. The sand is actually a fine powder of the material, an electron beam, laser, or similar tool is used to melt the powder and bond it where the part exists. Unfortunately, I believe this process is great for businesses due to rapid prototyping, but is out of the price range of the personal user.
