Looks like recent delays are a result of the requirement of a possible new environmental impact statement (they routinely have to file these). My guess is that spacex has already completed this and is waiting for review. Until this is complete, the FAA will not issue a license to launch. Hopefully this is complete and test launch occurs by end of July.
